  17. <p>     After World War II, a defeated Germany vowed that its
  18. soldiers would never again march off to war. Slowly, however,
  19. Germany is joining international military missions that march off
  20. to make peace. Two weeks ago, German airmen were cleared to fly
  21. over Bosnia as crew members on AWACS surveillance aircraft. Now,
  22. after lengthy debate, Bonn has agreed to send 1,600 ground
  23. troops to join the United Nations mission in Somalia--a
  24. recognition of Germany's emerging role in the new world order.
